The project will improve basic urban infrastructure and living conditions in selected northern cities (Pemba, Nampula, Nacala, Montepuez) through climate‑resilient investments and institutional strengthening. It finances urban roads and access improvements with micro‑drainage; drainage and erosion control (including nature‑based solutions); small water supply systems; energy‑efficient street lighting; and rehabilitation of priority public buildings (schools, clinics, markets).

The Madagascar Safety Nets and Resilience Project aims to increase access for extremely poor households to safety net services, develop the social protection system, and promote resilience to shocks. Key components include ensuring safety net program continuity, strengthening the social protection system, promoting resilience among vulnerable populations, and supporting project implementation and management.

The project will support watershed management planning and watershed restoration to reduce risk of landslide and floods.

The project focuses mostly on the use of terracing and protection of natural areas to reduce land degradation and provision associated benefits, such as flood risk reduction, erion control.

The project worked to fund community-led development projects, and build capacity for improved land management practices.
