Mindanao Transport Connectivity Improvement Project

The project will improve connectivity, climate resilience, and safety of selected roads in Mindanao by: (i) upgrading three local “link roads” to national standards with climate‑resilient and road safety measures; (ii) rehabilitating and enhancing priority sections of the Cagayan de Oro–Davao–General Santos (CDO–Davao–GenSan) corridor, and introducing output/performance‑based maintenance; (iii) strengthening asset management, institutional capacity, and road safety; and (iv) enabling rapid response through a Contingent Emergency Response Component.

This Development Policy Financing with a Catastrophe Deferred-Drawdown Option (Cat DDO) strengthens the Government of the Philippines’ capacity to manage disaster and climate risks across education, human settlements, and health systems. Policy actions integrate risk‑informed and evidence‑based resilience measures in school infrastructure planning and emergency preparedness; mainstream resilience in land use planning, urban design strategies, and establishment of green/open spaces; and embed resilience standards in the construction of health facilities.
