The project will improve basic urban infrastructure and living conditions in selected northern cities (Pemba, Nampula, Nacala, Montepuez) through climate‑resilient investments and institutional strengthening. It finances urban roads and access improvements with micro‑drainage; drainage and erosion control (including nature‑based solutions); small water supply systems; energy‑efficient street lighting; and rehabilitation of priority public buildings (schools, clinics, markets). It also supports land tenure regularization and resilient, owner‑driven housing improvements; urban policy and institutional capacity (including O&M for drainage and municipal services); project implementation support; and a Contingent Emergency Response Component. An Additional Financing from the IDA Crisis Response Window scales up works to “build back better” after Cyclones Chido, Dikeledi, and Jude, with remedial drainage, housing resilience, and public facility rehabilitation to reduce flood and wind risks and enhance urban resilience.
