The project will improve connectivity, climate resilience, and safety of selected roads in Mindanao by: (i) upgrading three local “link roads” to national standards with climate‑resilient and road safety measures; (ii) rehabilitating and enhancing priority sections of the Cagayan de Oro–Davao–General Santos (CDO–Davao–GenSan) corridor, and introducing output/performance‑based maintenance; (iii) strengthening asset management, institutional capacity, and road safety; and (iv) enabling rapid response through a Contingent Emergency Response Component. Designs embed drainage, slope stabilization, and climate‑risk management; safety measures are guided by iRAP assessments; and institutional support mainstreams climate resilience in road asset management
