The project will enable sustainable recovery and restore lifeline services and critical infrastructure in conflict‑affected areas of Lebanon. It finances immediate response and rubble management across the clearance–transport–sorting–recycling chain; rapid recovery of public lifeline services and critical infrastructure; and sustainable, robust reconstruction of public facilities (including energy- and water‑efficient buildings with solar PV), alongside project management. Activities address urgent ERW safety risks, waste and debris management, and reconstruction of priority services and assets such as water, electricity, roads, bridges, schools, and hospitals, processed under emergency procedures with ES instruments phased per the ESCP
