The program will strengthen the capacities of urban institutions to improve the delivery and resilience of urban infrastructure and services, enhance private sector engagement in urban planning, and support the transition of refugee camps into integrated host community and refugee settlements. It finances performance-based grants and technical assistance to: plan, design, and implement urban drainage and flood protection; upgrade streets and roads with climate‑resilient standards; expand municipal solid waste management to reduce flooding risk; mainstream climate risk in urban plans and development control; and build institutional systems and manuals (ESHS, GRM, O&M) to ensure inclusive, climate‑resilient service delivery, including a WHR window for host communities and refugee settlements
