This Development Policy Financing with a Catastrophe Deferred-Drawdown Option (Cat DDO) strengthens the Government of the Philippines’ capacity to manage disaster and climate risks across education, human settlements, and health systems. Policy actions integrate risk‑informed and evidence‑based resilience measures in school infrastructure planning and emergency preparedness; mainstream resilience in land use planning, urban design strategies, and establishment of green/open spaces; and embed resilience standards in the construction of health facilities. The Cat DDO provides contingent financing for rapid liquidity following a declared State of Calamity due to natural hazards or public health emergencies, with a revolving drawdown feature and renewals up to 15 years.
